TLC Public Charter School
The TLC model is grounded in a commitment to full inclusion and academic excellence for all students, including those from chronically, historically marginalized groups due to ability/disability, race, language, socioeconomic status, beliefs, or culture. Key model components include: • Full access to general education for all students, including those in need of additional supports and service • Consistent school-wide systems for staff collaboration and ongoing learning for professional growth • Co-teaching models of planning and instruction • Strong paraprofessional support teams supporting academic, behavioral, and social development • Socio-emotional learning emphasis, focus on friendship, kindness, and care • Art enrichments and arts-enriched instruction for all students • Universal Design Learning (UDL) instruction approach • Differentiated Instruction • Culturally relevant pedagogy • Social-emotional Learning Now in our sixth year, TLC serves 200 students representing • 13% students with disabilities • 63% socioeconomically-disadvantaged students (low-income) • 36% English Language Learners * 77% Hispanic/Latino
The TLC model is designed to drive systemic change in education at its model demonstration site through 1) demonstration of the positive impact of full inclusion on student achievement and growth; 2) development of new knowledge through innovation and research; 4) development of a highly skilled workforce to implement high quality inclusive education. Below are outcome measures based upon our school mission and innovative design:
1) Academic Growth: TLC consistently demonstrates strong growth for all students subgroups on standardized measures. Growth is important for outcome measures, as our diverse student community includes many historically marginalized and underperforming groups. Growth measures make it possible to see the impact of our school's educational program for each individual student.
2022-23 Fall-Spring growth data (iReady diagnostic).
English Language Arts: Increase in students performing at or above grade level from 18% to 46% Fall- Spring (155% increase) and reduced from 32% to 17% (47% decrease) for students performing 2 or more grade levels below.
Math: Increase in students performing at or above grade level from 9% to 34% Fall-Spring (277% increase) and reduced from 27% to 16% (41% decrease) for students performing 2 or more grade levels below.
2) Research: TLC partners with universities and national organizations to conduct research on inclusive education, innovative teaching and learning design, and related topics. Below are outcomes of research conducted since school opening:

3) Workforce development: TLC prepares new teachers and provides ongoing learning opportunities to current staff to ensure all are prepared to provide our innovative, caring, and rigorous academic program. Below are outcomes to date for workforce development:
