Preparing the Next Generation Workforce Program - The 4E Framework
At EXP – The Opportunity Engine, we prepare students for college, career, and life by connecting education to real-world opportunity. Guided by the 4E Framework—Exploration, Expression, Experience, and Expanded Opportunities—EXP supports students from early career awareness through postsecondary transition and early career entry. EXPloration | Discovering What’s Possible Students are introduced to careers in STEM and high-wage, high-growth industries through industry guest speakers, job shadowing, business site tours, college visits, and career exploration events. These experiences help students connect classroom learning to real-world application, expand their awareness of career options, and begin envisioning futures aligned with their interests and strengths. EXPression | Building Identity and Confidence Through mentorship, industry coaching, project-based learning, and advisory boards, students explore who they are and how they want to contribute. By building trusted relationships with professionals, students strengthen communication and self-advocacy skills, develop professional identity, and gain confidence and a sense of belonging in career spaces where they may not have previously seen themselves represented. EXPerience | Learning by Doing EXP provides paid internships, apprenticeships, career readiness certification, financial literacy education, and immersive programs such as the Summer Maritime Immersion Program. Through hands-on, paid work-based learning, students gain real-world experience, build résumés, and graduate with clearer postsecondary and career pathways—often leading to continued employment with industry partners. EXpanded Opportunities | Sustaining Momentum Beyond High School EXP continues to support students after graduation through postsecondary advising, alumni engagement, professional development, FAFSA support, and career skills training. These expanded opportunities help young adults persist through college, successfully transition into the workforce, and remain connected to networks and resources that promote long-term economic mobility. A Connected System for Impact Together with schools, employers, and community partners, EXP aligns education and workforce systems to remove barriers and expand equitable access to opportunity—ensuring students are not only prepared for what’s next, but supported every step of the way.
EXP is committed to expanding the potential of every student. Our primary goal is to empower schools and industries to work together, create new approaches to learning, break down barriers, and provide genuine opportunities to every student throughout Southern California. Our outcomes for the 24-25 school year include:
1. Increase pathway support to 4 schools in Orange County
2. In Orange County, develop apprenticeship initiatives with industry and community colleges
3. Expose 8,400 high school students with positive educational and career exploration experiences exploring STEM and/or other high-wage and high-growth careers, of which 75% will demonstrate increased knowledge of college and career opportunities.
4. 500 high school students will be provided mentoring and advisement to support their personal and professional growth
5. 200 high school students will complete a professional paid internship experience in a high-wage and high-growth industry sector.
6. 120 EXP alumni and/or young adults (ages 18-24) will be offered STEM and other college and career-related resources, professional development, referral information, support, and/or networking opportunities.
