Background Statement
Originally established by the Placentia Presbyterian Church in 1989, HIS-OC (formerly HIS House) has grown to provide a continuum of care to meet the unique needs of the homeless and impoverished community. In 2020, HIS-OC transitioned to Homeless Intervention Services of Orange County (HIS-OC). Since its inception, HIS-OC has provided shelter and supportive services to more than 5,000 homeless men, women, and children.
HIS-OC provides the following services:
Homeless Outreach and Prevention Services: Community outreach program for the homeless and impoverished individuals throughout North Orange County. Programs include: information and referral services, weekly soup kitchen, food and hygiene kit distribution, and housing navigation.
Housing Navigation Services: The Housing Navigation program provides the support that homeless individuals and families need in order to successfully transition from living on the street to thriving in homes of their own.
Transitional Housing Programs: Stable housing and supportive services for homeless men, women, and children to empower them to regain self-sufficiency. A total of 54 beds are available in North Orange County.
Impact Statement
HIS-OC in 2023 has: Increased income, increased staff, revised programs to better serve the population, awarded CalAim initiative and increased community engagement. HIS-OC 2024 goals include developing outreach program, expand senior program, increase programs and capacity at the resource center.

Geographic Areas Served
HIS-OC serves individuals and families who are homeless or at-risk of homelessness in Orange County.
As an Access Point for the North Orange County Service Provider Area (SPA), we are on the front line of receiving referrals and calls from individuals and families facing homelessness.

Statement from the CEO/Executive Director
Homeless Intervention Services of Orange County (HIS-OC) has provided in-reach services and outreach to underprivileged and unhoused folks in Orange County since 1989. We house families and transitional-aged youth (18-24) and provide outreach navigation to individuals.
All our programs offer a comprehensive approach that includes various services: Emergency shelter, transitional housing, case management, resource centers, job training, mental health support, access to healthcare, basic needs. HIS-OC applies an equity lens to all programs, creating a more inclusive and just system that addresses the unique needs of underserved communities. Our approach is rooted in compassion, empathy, and the belief that everyone deserves equal opportunities and a chance to thrive, creating a positive impact and contributing to a more inclusive and equitable society.
