Background Statement
Irvine Adult Day Health Services (IADHS) has been a vital community resource for families caring for an older or disabled loved one. We are proud of our history and ability to innovate in offering social engagement opportunities, personalized health monitoring and supportive services to individuals experiencing memory loss, mobility challenges, and other chronic health conditions. We offer assistance to low-income individuals, underinsured, and at-risk older and disabled adults and caregivers in accessing skilled nursing care, health monitoring, and social services programs.
IADHS was founded in 1994 in collaboration between the City of Irvine, then Irvine Medical Center, Irvine Health Foundation, Kaiser Permanente, The Irvine Company and a visionary group of dedicated leaders. We have provided nearly 262,000 days of in-person care to 1,288 participants. During our Temporary Alternative Services (TAS) telehealth/virtual programming, we have provided 18,946 unique contacts with our participants and caregivers (as of June 30, 2022). The number of lives we have touched exponentially increases with the support and resources provided to caregivers. Our welcoming staff, diverse programs and person-centered approach makes us stand out as a trusted resource and expert provider in Irvine and broader Orange County Areas.
IADHS is housed in a 5,600 square foot wing of the Lakeview Senior Center. Establishing a joint use facility for the adult day services program and the active senior center was a visionary concept. This is the only shared use facility in Orange County that offers a continuum of care service options that meet seniors’ social, medical, and psychological needs.

Impact Statement
Informal testimonies from our participants and their family caregivers as to the value of our programming and the importance of the relationships developed with our team will always be some of the most meaningful feelings of accomplishment.
More formally, feedback provided from our State licensing and other monitoring agencies offers testimony to our organization capacity, and quality of person-centered program offerings and practice developed by our experienced and valued team members.
The California Department of Aging (CDA) conducted an unscheduled virtual audit in May 2021 to review our Temporary Alternative Services and operations conducted during COVID. CDA staff reviewed telehealth records, personnel files, COVID practices, staff training, policies and held phone interviews with participants and staff. They shared how impressed they were with safety/training protocols and ability to carry on person-centered programs, resources, and support via telehealth. Our resilience and ability to make quick pivots during these uncertain times was rewarded with a zero-finding survey, which is difficult to achieve under non-pandemic times.
In August 2021, CalOptima conducted a virtual site monitoring. They focused primarily on participant records, adherence to program flexibilities, guidelines, and practices for Temporary Alternative Services during COVID. We received another zero-finding report with high praise of our Center’s virtual program creativity and documentation.
We eagerly await 2023 audit processes by CDA as we have more fully returned to programming familiarity and enjoying staff and participants in attendance at the Center.
Organization Goals for FY 23/24
1. Continue to be responsive to the emergent needs of our participants and family caregivers by offering person-centered programs and services that meet their unique needs and quality of life goals.
2. Rebuild our roster of participants and continue to enhance programming ideas going forward.
3. Expand our board and fund development capacity as part of our critical post-COVID economic recovery.
4. Expand engagement with new and trusted community partners and individuals to raise critical funds to support our mission and expand awareness of our impactful work.
Needs Statement
IADHS Most Pressing Needs
Our team is focused on continued efforts to grow the number of admissions into our program. After returning from COVID related closures and numerous restrictions slowing our re-opening process, our roster had dramatically changed. Our census had decreased during virtual services as well as those seeking our care after re-opening were higher acuity or advanced stages of disease processes. The combination of challenges combined with the desire to grow our roster required our team to reimagine programming.
Our devoted longtime staff continue to wear many hats as they strive to provide purposeful and evolving programming to meet the changing needs of our families. COVID has made it more difficult to find reliable coverage to allow time off for our team to recharge, recover, and when necessary, isolate to keep our community safe.
Although it may seem that the rest of the world is “reopening” and returning to “normal,” as a healthcare provider, we were subject to more stringent regulations to keep our participants, caregivers, and staff safe. Everchanging requirements continued to be a struggle for staff and a financial burden on our operating costs.
Reimaging our program and rebuilding our roster of participants to pre-pandemic levels is a slow and painstaking process and a critical part of our organization’s recovery. As we move forward in our recovery, expanding our connections in the community to help leverage critical funds needed to offset the rising cost of care delivery is our most pressing need.
Geographic Areas Served
IADHS provides services to a diverse cross section of Orange County’s at-risk senior and disabled adult populations. The majority of our participants reside in the City of Irvine. We also regularly serve residents from: Aliso Viejo, Anaheim, Corona del Mar, Foothill Ranch, Fullerton, Huntington Beach, Laguna Niguel, Laguna Woods, Mission Viejo, Orange, San Clemente, Santa Ana, Silverado, Tustin and Yorba Linda. Other Orange County communities may be served.
