CEO/Executive Director Experience

Samuel Carter brings nearly two decades of specialized leadership in community development and international outreach to the O.C. Dream Center. His executive trajectory began in 2007, directing the Kids' Quest initiative, where he managed large-scale youth programs across Orange County and successfully scaled operations to elementary schools throughout South Africa. This period established his expertise in cross-cultural mobilization and program expansion. In 2017, Samuel leveraged this experience to found the O.C. Dream Center, integrating it into the global Dream Center network. Since 2020, he has concurrently served as the Senior Pastor of OC Christian Center, a role that has allowed him to deepen the organization’s local roots while driving strategic growth. As CEO, Samuel provides the high-level oversight necessary to manage OCDC’s diverse portfolio of collaborative programs—from behavioral health partnerships to disaster relief. His dual-capacity leadership as an executive and a Fire Department Chaplain ensures that OCDC remains a trusted, agile, and fiscally responsible pillar of hope, dedicated to disrupting the cycles of homelessness and exploitation in Orange County.
