PROGRAMS
Organizational Representative Payee
Our organizational representative payee program provides financial management and advocacy for vulnerable individuals—such as the young, the elderly, and people with disabilities—who are unable to manage their own Social Security Administration (SSA) or Supplemental Security Income (SSI) benefits. Core Program Objectives Essential Needs Prioritization: Our primary duty is ensuring funds are used first for the beneficiary’s current and foreseeable basic needs, including food, clothing, housing, and medical care. Financial Stewardship: Any remaining benefits after essential needs are met must be wisely conserved. Benefit Preservation: For SSI recipients, our agency actively manages assets to ensure the beneficiary remains within the asset and income limitations required for continued eligibility. Agency Responsibilities Fiduciary Recordkeeping: Our agency maintains individual ledgers for each beneficiary, tracking all income received and expenditures made. These records must be kept for at least two years and made available for periodic onsite reviews. Mandatory Reporting: Our agency is required to notify the SSA of any changes in the beneficiary's life that might affect benefit amounts, such as changes in employment, living arrangements, or medical condition. Annual Accountability: Our agency submits a Representative Payee Report to the SSA once a year, documenting how funds were utilized or saved. Holistic Advocacy: Resource Oversight & Guidance Services, Inc. is actively involved in the beneficiary's life by helping them access other services like CalFresh, housing subsidies, Medicare and medical treatment.
Our program ensures that 100% of beneficiaries basic living necessities are met and they receive essential medical care when needed. By acting as a neutral fiduciary, we reduce the risk of financial exploitation and improve long-term financial security through diligent asset management and the preservation of SSI eligibility.
