Orange County Rescue Mission exists to minister the love of Jesus Christ to the Least, the Last and the Lost of our community through the provision of assistance in the areas of guidance, counseling, education, job training, shelter, food, clothing, health care, and independent living communities. Background Statement
Since 1965, Orange County Rescue Mission (OCRM) has provided a continuum of care, multi-integrated services, and practical solutions to help transition homeless men, women, children, human trafficking survivors, veterans, military families, refugees, and the formerly incarcerated into a life of financial self-sufficiency.
With 9 locations and 464 beds, OCRM is the largest, 100% privately funded service provider of shelter beds in Orange County and one of the few organizations that has the capacity to serve homeless men, women, and children within the same community.
OCRM programs include (1) homeless outreach and prevention services, (2) mobile meal outreach to homeless individuals and a food distribution program that distributes food boxes to high-risk and impoverished populations, (3) transitional housing programs for homeless men, women, children, veterans, veterans with families, the formerly incarcerated and their families, and refugees and their families, (4) emergency housing for survivors of human trafficking and their children, (5) supportive housing for families and single mothers with children, (6) workforce development training, educational completion, and financial literacy for homeless men and women to promote full-time employment, and (7) an alumni program for ongoing community and support.
OCRM services include safe shelter, daily meals, case management, medical, vision, and dental care, mental health services, tattoo removal, legal assistance, human trafficking response, jail and prison reentry, transitional refugee services, recovery support, completion of a high school diploma or equivalency, job training and placement, financial literacy, parenting education, and a STEAM preschool readiness program, and afterschool tutoring and financial literacy for homeless children. All our services are free for homeless families and individuals.

Orange County Rescue Mission (OCRM) is a local human services organization with over 60 years of experience empowering homeless families and individuals with the tools to thrive. OCRM has developed a proven, holistic model that removes barriers, addresses trauma, and equips homeless men and women with the skills to achieve financial self-sufficiency.
Orange County Rescue Mission is the only agency in Orange County to provide 48 months of housing and comprehensive services for homeless men, women, children, pregnant women, survivors of domestic violence and human trafficking, veterans, HIV+ and LGBT individuals, the formerly incarcerated, refugees, and at-risk youth, all within the same organization. We keep homeless families intact – even those rarely housed together – such as single dads with children.
OCRM’s services are tailored to the needs of each individual and teach men and women how to break the cycle of homelessness. These services include sobriety support, completion of a high school diploma/GED, jail and prison reentry, workforce development, financial literacy training, parenting education, and legal aid. OCRM is unique in our 48‑month residential continuum, providing 24 months of free transitional housing followed by 24 months of low‑cost supportive housing.
OCRM’s results illustrate the effectiveness of our program: 100% of program graduates secure full-time jobs and housing, 35% achieve the highest-paid position of their careers, and 85% of alumni maintain sobriety and employment.

Geographic Areas Served
Orange County Rescue Mission’s target population is homeless individuals and families in Orange County. However, due to the transient nature of homelessness, we also serve individuals from surrounding counties and states. The homeless individuals and families who enter our program qualify as living 100% or more below the poverty line, as defined by the Department of Housing and Urban Development.

Statement from the CEO/Executive Director
In affluent Orange County, homelessness has surged 72% since 2013. Addressing root causes is crucial. As President and CEO of Orange County Rescue Mission (OCRM), I am honored to showcase the power of a holistic approach.
Rising unemployment and rents in California are tough. At OCRM, we bridge the skills gap by helping adults earn high school diplomas and vocational certificates in fields like medical billing and HVAC. We're also developing training programs in trades like carpentry and welding, aiming for higher-paying jobs and financial stability for the homeless.
An alarming 85% of participants battle addiction or mental illness. Fentanyl's deadly impact drives many to seek help. We provide counseling, recovery strategies, and faith support, partnering with nonprofits like Hurtt Family Health Clinic for vital mental health and substance abuse services.
Escaping domestic violence often leads to homelessness. By partnering with nonprofits, we empower survivors with safe spaces, counseling, and legal aid to break the cycle of abuse. Strong families are key for stability. OCRM operates nine campuses, providing comprehensive services and housing to individuals, veterans, and families.
I'm excited to expand family-strengthening initiatives this year. OCRM’s new Double R Ranch in Silverado Canyon provides a beautiful open space for families to heal, grow, and thrive.

Statement from the Board Chair/President
Because of OCRM’s high success rate, OCRM is a recognized leader in the field. We have been invited to share best practices and provide technical assistance at national, regional, and local levels. This enables other organizations to replicate our model and stimulates new ideas to address homelessness and workforce development. OCRM has presented at forums such as Citygate, the Orange County Grand Jury Taskforce, the Orange County Department of Education, and other nonprofit organizations.
In these uncertain times, the demand for our services has surged significantly. One major challenge that OCRM faces is the highest occupancy rate ever at our 258-bed flagship campus, Village of Hope. Due to the pandemic, rising rent in Orange County, and high inflation, we are now over 100% capacity for homeless families and single mothers with children. To address this critical need, OCRM is in the process of expanding our Double R Ranch campus to eventually serve 141 more homeless individuals.
My involvement with OCRM goes back to the 1990s when I was part of several construction projects, including the creation of the Village of Hope. Over the years, I have seen hundreds of men, women, and children come out of difficult situations of homelessness, addiction, and domestic violence and find stability and self-sufficiency through the programs that OCRM offers. It is gratifying to be connected to an organization that helps bring about true life change for people who have been through unimaginable hardships and difficult life situations.
